These mayors want to fight Covid-19 and the recession with one big idea: A guaranteed income

Mayors clueless about the Swamp, basically.  

These mayors are expecting gains from scale in their large, packed cities.  The small states will object, based on legal authority guaranteed by the Constitution. Most of these small states have towns of 60,000.  There is not enough N to get up to scale, and they will be cheated.
