The Second says a teacher safe enough for kids can also be a security official trained to protect kids.
If the teacher meets these regulated conditions, the the Second says, yes, you must let her perform. The school may contribute local school rules about safety without inhibiting trained security officers.
There is no way around this, there is no other wording that guarantees a free market for regulated security. And it has to be prominent, the Second right in the list. Leaver the Second alone, but regulate all dangerous tools.
