Beto will be the first to hire a private defense force, and the second guarantees that right. A free market for proper security forces. Nothing else was said in that short statement, there is no other way to write it and still guarantee the Beto buys protection from NRA nuts.
Everything else dreamed of in that amendment is mostly Scalia being a self involved nutcase. Like most of his ill trained breed at the Supremes, they mis read the Constitution. It is always about 30 men on horseback in some swamp back east defining what they are not willing to do. They did not want to ride 300 miles to settle disputes.
