Government can restrict the carpenter market with regulations. Government cannot inhibit the market for armed safety officers. That is all the second says, it cannot be written in simpler words.
It is an error to expand its powers of gun ownership or restrictions, using the second. There are not enough words in the damn thing to hint at any of that shit, it is all fiction by boneheads at the court. The founders kept it minimal precisely so boneheads would not read more into the thing than needed.
It is OK to note the ambiguous boundary. But we do not give untrained, frantic mothers a Bushmaster at the school shootings. The border guard did have the right to take action as they saw fit, without restriction. There is a clear definition, it cannot be more neutral about anything but this simple example.
