The US government is the largest energy user in the US

According to Reids Energy Efficiency and Competiiveness act. It has this clause:

Requires the federal government – the single largest energy user in the country -- to adopt energy saving techniques for computers, saving energy and taxpayer dollars.

Here is where Orwellianism comes in. Environmentals believe government should be both the largest energy user and also allocate energy usage by the private sector. I cannot think of a worse situation, a guarantee that global warming and co2 emissions will spiral out of control. We already see it in the massive energy subsidies DC requires to maintain the energy inefficient light rail systems. Yet, we know its Orwellianism because, the disaster that is light rail was promulgated from the Undemocratic party in California, via Norm Mineta. It was not a sensible program executed with fair political voting in DC.

So now we have environmentalists stuck in agencies having the sole purpose of burning excess fossil fuels. This law will make matters worse, as it gives DC bureaucrats freedom to go on a building spree, unchecked by sensible voters. In fact, the bill itself is likely a product of the Undemocratic oligarch in California.

All of the local idiotic newspapers in the Valley will endorse it. Then a few years later, they will wonder where the money all went. I can give them the answer now so they can avoid three years of additional stupid. The money will go from efficient building in the Valley, to massive investments in unnecessary buildings by DC.
