Dave and his advisors can decide this, but I would suggest that anyone in the Jones clan need be ignored.
My reading is that the Second commands us to extinguish the Jones clan, after all they are NRA terrorists and Dave runs the well regulated militia that is eliminating NRA terrorists for the common defense. So, skip the debate and keep on regulating and growing the militia to fight NRA terrorists. Any and all weapons are available to Dave as long as he maintains command and control.
