Sounds legit
Paypal wants to offer debit/credit cards. Their cost cheap, it gives everyone a banking ID. I call this a sandbox compatible idea. PayPal has the ground zero entry point into the prequals layer, if they are the prequalifiers for the bottom ring, then they keep the account as their group walks up the credit ladder.
