The solution, in North America, is the North American visa, a lightly, and idiosyncraticly,  regulated visa program.  The visa card is a photo voter ID from the nation of origin.  Then solve everything from that point of view, the emphasis is that North America is naturally an economic integration.  

So, for example, if you are a mom with two kids wandering the Sonora desert, then your voter ID gets you a spot in camptown, near or across the northern border.  Everyone gets, at least, a camptown tent, right away.  Any litigation involves the North American visa rules, and the rules will state that your voter ID guarantees you a tent in North America.

How can it be any other way? On getting the voter ID, the citizen adds a guarantee to the legislature, a certainty of law derivation. The citizens this gets a 'voted from' spot, at a minimum a tent with free sewage and market rate services. They must be able to meet in their private spot and consider their vote.
