With a population of a million?

South Dakota Gov. Kristi Noem (R) hammered activists calling for the removal of Confederate statues, saying they are trying to “discredit” America’s founding fathers.

I could find better governors in greater Fresno having a population of that size.
What does South Dakota produce?

Eastern South Dakota is home to most of the state's population, and the area's fertile soil is used to grow a variety of crops. West of the Missouri River, ranching is the predominant agricultural activity, and the economy is more dependent on tourism and defense spending.

Earmarks and cows.   I suggest Antificants target each small state with a dummy for governor. Then I suggest we proceed to take all the small states off of welfare until at least 6 of them produce governors with some brains.  The nation will be a mess until we get some brains into the small state executive position. Absent that, we should cut them off, let them die.
