Not the military.  Think Lindsey Graham, Tom Cotton, and a whole bunch more of these idiots declaring wars almost weekly.   The solution is to cut funding for all the small states until they figure out brains. Digging up  McCain and hanging the corpse in the public square might get the message across.

And earmarks, the greatest single source of inefficiency. If we had to pick one thing gone wrong it would the the room level IQs of small state governors.
