 A payment for tolerating unbalanced government? Damages for all the myths about democracy? Kind of like revenue sharing at the lowest level. We can split it three ways, states, districts and individuals.

The one step approach is to pay individuals direct and let the states and districts tax it back. This approach pushes all your government programs to direct payment as it robs the value chain of liquidity.
But the real failure here is that individuals are not party to the revenue sharing negotiations.

In any event, this is at least a trillion dollar budget adjustment and will trigger the meeting of the elders. Any of these structural changes involve the whole chain, and the governors know this.
