There is limited tax base, both horizontal and vertical. This resource pays for government goods at all levels. It cannot be scaled to the structure of government. This is no one;s fault. This is why we need revenue sharing, not earnark sharing, This inherent mismatch will be there always, just hedge it with revenue sharing and tax battles will be much less volatile.
