Auston has to explain why each additional chunk of DC spending consistently grows the DC economy. That happens to be factual, DC spending increases the DC economy, we have it reported again and again.

We can only conclude the Austan believes we need more economy centered around DC than we have. So how to we get an equilibrium of an economy centered around DC?

Well, it don't matter what math Austan uses, his choices are either tax the the DC economy in and around DC to cover the debt service, or say this was a temporary stimulus, and send the 10% rise in the DC economy back to the periphery.
