John Chiang has some horse manure for sale

Cal Treasurer: California's economy continues to move forward, supported by a broad-based recovery. Ongoing advances in leisure and hospitality along with health care remain supportive, while a rebound in housing and construction and a surge in technology and innovation are providing a special thrust.
1) He says unemployment is tending down.  No, it just started trending back up. The recent uptick in unemployment is significant and only happens when California is about to spiral, down.

2) He says we have job gowth, but all the new jobs are Obamacare jobs. He says we beat Texas in job growth, except the new jobs are Obamacare jobs.

Who pays for the Obamacare jobs? We do not know yet since John Chiang has embargoed the premium increases with Obama's approval.  We are the only state allowed to commit fraud on Obamacare costs, so we do not know what the costs are until the recession.

Non farm jobs are stable, hardly a booming state economy.
Money quote:
Some of California’s key sectors have surpassed their pre-Recession highs by a wide margin, while others have not yet caught up. (See Figure 18.) The manufacturing and construction sectors are still more than 200,000 jobs off their prior highs, while government and financial services jobs are down by nearly 100,000 jobs or more. In stark contrast, employment in health care and private education is higher by more than 450,000 jobs. Staffing levels in professional business services as well as leisure and hospitality are also up by between 200,000 and 300,000.

Right, Obamacare costs are highly inflationary as John and Jerry offer free medical care to the world. Private hospital emergency room traffic has more than doubles since Obamacare.

But all the private sector jobs are way below peak from the last recession even as we enter the new recession.  We will be lucky to see nationwide growth of 2% this year, and California being, the public sector state, will have a huge rise in our pension obligations. We have already had two gas hikes to cover pension costs, both hikes call 'global warming emission permits'. Yet Jerry immediately spends the permit fees on UC pensions?

All signs are pointing toward a 2016 recession yet nothing has been done by the corrupt legislature to stop the mandatory spiral laws that make the state unstable.
