Pensions bearing on market

I imagine myself the portfolio manager for the pensions. The idea being to sneak money out of the market without anyone looking.  A 'sell the peak' strategy. At some point they realize they have created a bear market, the unions in California will be raising taxes. We will soon test the resilience of the little browns.
