Government can tax all wotkers

An article published today in Slate makes a similar argument. The authors write: “States can replace their fair-share fee laws with provisions that require or allow public sector employers to subsidize unions directly.” 
We do not need a bunch of clueless discovering the payroll tax. Nor is there any doubt that public legislatures can pay whatever employer tax to themselves as needed. 

No matter how the legislature gathers the worker tax, it faces a Due Process in distributing the money back to approved unions.  This is simply a result of the civil war, states have to observe due process, that means a government agency distributes money back to unions chosen by individual workers with right of review.  This is no different then charging workers a 2% Medical fee, then distributing the money to the patient's doctor of choice.
