A kind of price fixing effect. The slave was limited to large plantations and mass ag labor. So those slaves good at wheelrights, carpenters, or mechanics were under utilized,except where the skill is resold. But shrewed slave owners could get the skilled, put hem intothe barn and resell their skills, as hidden information, trapped by government edict.
