Costly chemical war

Methamphetamine use has created a persistent public safety and public health problem in California for over two decades. UCLA (University of California Los Angeles) research estimates that approximately 500,000 Californians today use meth.
Each of these will cost abut 100 grand for strokes and heart; about 50 grand in other rehabilitative services, about out 50 grand in police costs and another 50 grand in lost property.  These costs over a ten year period.  I know a lot of them around here, see them every few years and I can verify they are getting strokes and heart attacks.

About 10-15 billion a year.
