The answer is our nuclear umbrella, Europeans get peace at a cheap price. But the USA has to avoid relying on the umbrella because we don't want to sacrifice American cities for Europeans. Deploying trigger troops everywhere is what keeps the umbrella unfolded, a price we pay but the EUropeans get a free ride.
Solution? Cut our defense spending and reduce the guarantee.
