The small state senators will agree with me

They will vote for an intelligent New Fed and the adjustment act. For the young tuurks in the House, the adjustment act is simply a swap, from a bunch of uncorrelated earmarks into a yearly cash grant.  The larger this grows, up to a point, the fewer random earmarks are stuck in programs.

We are making a sound trade, we are actually iring the small states to do the original founders job more efficient, they are smart managers. The original intent was a kind of monarchical overlordship, so make it work, protected by Due Process. It is really a labor contract.
