The Senate has a shitload of problems, any one of which will causes a government stop.
But, Chuckie dear, I have not found any senators who even understand the problem, so I am not holding out for a fix.
Jerry Brown knows the problem, I can tell because he is such a successful truth avoider. When he speaks, even today, I can tell that he steers the discussion away from the fundamental problem.
