Government multipliers are horribly less than one

Unemployment goes up when government spends

The more governemnt spends, the higher the unemployment rate.
The chart came from AEI. The question asked, then why isn't austerity helping Europe? I dunno.
But I think I know what the problem is in the USA, namely California is a butthole of a state.
