Chihuahua is one of the states with the highest rates of child homicide in Mexico: 38 children per 100,000 inhabitants.
But but:
El Daily Post: The top murder rate is found in Guerrero, with 22.4 cases per 100,000 residents, followed by Sinaloa with 13.7, Chihuahua with 11.1, Morelos with 10.1, and Baja California with 8.67.
Both citations cannot be correct, there is a units error somewhere. For comparison, a third source has given us Tijuana at 39, Baltimore at 48; which includes adults. I am not resolving this. But, Tijuana has got to be high because there were turf wars over the drug trade when the numbers were taken. And Black Lives drove out the police and left Baltimore defenseless.
One might think Mexican parents would sort of, band together and defend their children. One might think the Mexican legislature would think intelligently about the issue. Why does California and Texas care about Mexico? Because Mexico is our partner out here in the SouthWest. Swampers can't solve any problems out here, only the three of us.
