The post office has government monopoly power.
The postals declare the open source delivery ledger, digital, open to all shippers. A, not necessarily blockchain pure, but a notary based with the delivery updates as we get currently. Declare they only use public standard (possibly multiple, overlapping), and said ledger is interoperable over most standard escrow net.
Postals got us into this mess, they will jump in both feet and fix it. As far as any guv entity doing deals with Jeff, then they be doing deal with postals and stick to rules. It seems to me that this is not a taxpayer liability, these errors are grounds for sandbox and optional default.
