How to regulate?

Drones fly routes by contract, they are smart enough to coordinate with air traffic control. Drones hav smart cards, they obey drone government rules, or not as the owner specifies. Air traffic control expects lots of drone deliveries around small rural towns. No middleman, just use you smart phone app to send it out for a six pack.
