We are dealing with dim bulbs, this is Louisiana and a bunch of other less educated states. They cannot figure this out without someone like Tim Cook explaining it to them.
Even a restricted law that gave only municipal workers right to personal encryption on a limited basis would work. Our Swampers are not that smart, folks. We may be permanently frigged on this problem.
