Voters have too many overlapping government agencies and legislatures. More voting then they have time to sort out. 

Now their attention shifts, from national elections to local school board elections.  Opponents have to remove the board or put their kids in private school. This is a decision they did not want. Their only crime was not spending the days needed to study a four page voting ballot.

They have allowed themselves to be swindled, a common problem in all the overlapping districts.  Counties elections are the worst, and most money is stolen via county districts. So frigged for a while, but the voters know what to do, this is an old, ongoing fight.
