It hasn't got a solution. It is a 15 basis point white noise signal just below the 2% mark.  That number also seemed to be an acceptable lower bound for some time.  It is like finding a new 'particle' a stable energy band they must have momentum. I suggest a name: The cost of getting a trader out of bed and wander into the office.

In he value added government chain, the governor of Vermont sees that 15 basis point of energy as a half the budget. He is thinking, if I can get Bernie to quit the everything for all and focus on government cash management, Vermont can get half a billion per year, in fees. Vermont just needs to elect a good government accountant to the senate, cash and carry right back to the state Treasury.  Wyoming gets a freebie on that, but they are free to find their own squeeze and return the favor.

Take the potential of the three small, six senators with voting power, each of them finding forty of fifty billion in yearly savings. They make the most gains to 'reverse scale' then any other states under CAA. They damn near cover their state capital budget, their only cost is enforcing Due Process with the money.

Six potential votes, of six elected specialists, with back up research, focusing on parts of the budgets. In Vermont, 500k people can make a nice profit.
