Doing the civil war of 1860 ex post

I propose an accounting change in the federal budget to eliminate the next civil war. Let us apply that retroactively to the big civil war.  Here is what we do, and by the way, I had one of the nation's best American history teachers in high school.

CAA done retroavtively:

Lincoln offers the South cold cash, and in return, Lincoln gets a finite time, regulated end to official racist slavery. Cash in hand to the rural southern states, make the Northern rich pay for it.  We are essentially pricing a Constitutional error, if you ill. Otherwise think of it as buying wise Senators from the smaller rural states.   Note, my plan ignores the indentured servitude problem which was the non-racial part.  Likely that becomes Supreme Court restricts that,  from the takings clause, and the court would have enforced finite time labor contracts.

A simple Coasian deal, it works because, in the end, this path has the smallest transaction fees, make a trading pit. The crowd will follow the path with a large reduction in transaction fees because the encoding tree is clearer, the innovations most accurately priced. The southern plantation owner with cash in hand, a finite end to slavery, and an almost profitable business will allocate labor efficiently using labor prices.

CAA done today:

 The small states need to be good at pricing and soon, cold hard cash oils the state problem. The primary dealer system is gone, that is the first thing small state wise senators will do.  Consider a senator from Vermon. Under CAA he bids for next years check to the Vemont state capital.  If he knocks off 20 billion in cash management charges, his states gets close to half a billion, big money, buys a lot of nurses, students, retirees, children and teachers.  And every damn one of them becomes a pro at managing the national cash account. That Cheney gal? She be say, fuck this cowboy shit, they get wealthy if she can just squeeze 10 billion medical savings. Huge friggen gains. Cheney will walk the aisles, go to the damn hospitals and get it done herself, for that kind of state cash.

Make it semi repeatable, of course, a few civil war battles are still expected.  Sandbox?, close the boundary, find the most observable congestion point, add a trading pit.
