This is a case of mass punishment, governors this ignorant just gum up the works. Nancy need to cut the national payments to all states until the governors get together and do something about this nut. The House needs a tool to beat these ignorant governors over the head, a blunt, nasty funding tool. The House can use the same tool to beat states over their heads when they send us the Bernie Godot.
