From Iowa where king ethanol and primary promises run the show, I would push for cash.
Then, with cash, the sate capital can invest in whatever the people of Iowa think they need, which is mostly a cash balance o get through mismanaged national programs, like ethanol.
Iowa senators foul ethanol the same way Wyoming senators foul coal. They tax each other with mismanagement.
