Scammers steal "hundreds of millions" using fake unemployment claims
The first word Seattle political consultant Dayna Lurie had that someone filed for unemployment benefits in her name was when her boss called. "Did you quit without telling me?" he asked. "We got an unemployment form from the state of Washington saying you don't work here anymore."

It turned out that, as with thousands of Washington state residents, Lurie's identity was used by criminals seeking to capitalize on a flood of legitimate unemployment claims by sneaking in fraudulent ones.

Nice work by the Nigerian Prince.  

The problem is solved when the individual can secure his or her signature on line, with live thumb.  Personal secure identity works better the thumb printer is counterfeit proof.  Counterfeit proof means real AI, the bot who guarantees our signature can send secret messages.

The failure of NSA on the issue is why we get these disruptions, the database locks, mass fraud, big tech watching us in the shower. The NSA folks are stuck, causing as much crime as they stop. They need to know, they can put broad limits on the use  of personal secure identity/ It is based on provable contracts. They can limit the amount of text sent, a flat limit, and a limit on source and destination. Or they can limit them to type of contract, personal ID, small cash only. The NSA can put contracts limits  up front,  in the fab, but hey need be simple numerical limit, and a small set of those.
