Urban camping is cheaper

Walters: California’s per-inmate cost has skyrocketed to $75,000 a year
Each year, the state spends on each prison inmate roughly the equivalent of the price of a Stanford University education and more than twice the national average. 
The sudden cost rise is due to court rulings requiring less crowding.  

For the older prisoner, minimum security prison is better than urban camping.  We need urban camper retirement communities, almost like minimum security. If the meth cartel got you then it is off to bzonkerville urban camptown.
