How does society retain the right of law and order?
Your constitution will define the right of well regulated armed militias to operate in defense of law and order.
Or words to that effect.
Does your ideal society include associations actively trying to change these provisions? Sure, if they go through the amendment process. But if associations actively support the passing about of arms in violation of the well regulated clause, that is a violation.
