Getting the right to vote from due process

I am back on that one.  The idea is that a voluntary, reasonable proportioned vote establishes its own due process.  The strong case, it is not a last resort, it is a fundamental method of due process.  Stick to geography, citizens who live together can vote together.

What is due process? A method of challenging executive fiat, the writ upon the citizen.  The legislature can rule, but when the law imposes a penalty we generally have trial. Due process has become administrative judge systems, within  the executive bureaucracies.  Many lawyers abhor it. Legislative repeal is always available, via the vote; it is implied.  The design of Congress defines collective voting as due process.

Does the case of San Diego meet this  condition.  Not yet, I am stuck at states rights, which makes the state legislature  rule over local elections.  Justice Roberts we need you.  If Citizens United can get individual rights then why not San Diego elected government?
