Encampments take root in South L.A. Here's why clearing them out is so difficult

After more than a year of appeals to the city to do something about the homeless camps around them, residents and business owners in South L.A. are growing restless.

It was the residents of LA who invited them with the  open door policy while liberal policies caused mass migration.  

I have a different viewpoint, let's send all the poor and sick to LA camptown, LA politicians agree with me. My town, Fresno, sends the drug deranged to  LA camptown.
