Kevin Drum discusses the new water mandate in Calizuela. The legislature sees this level of water reduction as needed, ok maybe a good guess. How will the legislature get us there?

Supply controls, the Enron repeat.  They always screw these things up, cause huge volatilities.  Kevin knows the ignorant Cal legislature cannot even begin to understand distribution and pricing, they will cause havoc.  Like the Calizuela rail systems, they have no other function than to unnecessarily spew  CO2.
