I never remember repubs being fiscal hawks and the chart does not support the claim.

There is a reason. Repubs need to keep their small fly over states funded. That means we are stuck with the inefficiency of earmarks. But the small states still shrink, the repub debt can only get worse.

The solution, naturally, is the Constitutional Adjustment Act, bribe the senate up front tin each budget period. One way or the other, we pay for the Constitutional blunder.
