Senate district organization vs House district. Both sides electing dummies who think they can unify the two bodies. It won't stop now, in the future or in the past.
Just do it slightly better. Improvement starts with the small state governors being incentivized by cash in the capital account. Focus on more of that cash to state capitals and you will get a bunch more realistic senators. The pay off is huge and the method is defined in the Law upon a plain reading of the articles. It starts with small state governors getting a grip on this structural problem, and they have little time.
