I am not sure the California teachers pension fund can take the hit, Joe. And that means you have to offer a California teachers bailout, and that means you will face skeptical voters in the heartland. I am having doubts the teachers even want to take this risk.

He is talking pointing, just reciting the usual litany, including the green fraud.  I doubt it works this time. We have seen these talking point frauds so much we recognize the ignorance behind them.

Biden is taking the Hillary talking point path and it did not work for her.
