Well, the Fed can set that interest and change the quantity of reserve balances. More reserves, smaller remits to Treasury, that tax is avoided. The loan side of the sheet is all about government meetings on the interest subsidies needed, exogenous to banking. The Fed is just like the IRS with flexible tax law. The banks start shrinking due to transactions costs of collecting the tax. In America, the result is always a rebellion.
