The guarantee impresses whom? Recipients find the smaller welfare check more efficient. Sanders assumes there is this middle class millennial set who wants us all trained, sort of the new government work ethic.
That group is intelligent enough to get it, just give them a check. The issue has no constituency. When times are bad, just increase unemployment insurance. Sanders is senile,this issue is a loser.
