The kids are stuck in the hood

A few blocks over.  The junior college up a  few blocks away.  

I know a lot of these kids. 'Try walking the JC campus, take a selfieprove you can walk around in a public place.'   They can't do it,  too embarrassed, too tattooed, too addicted.  

Then the males have the mommy thing going, no one in county services knowns how to deal  gang member with castration anxiety, shoot them or put them in camptown.
