As the first major step to return astronauts to the Moon under Space Policy Directive-1, NASA is working with nine American companies on delivery services to the lunar surface through Commercial Lunar Payload Services (CLPS) contracts.
Says NASA.
To get to the moon and around the delivery services need near earth fuel delivery. In other words, any valuable payload need not be launched with its own lunar orbit fuel, it can refill in near earth orbit.
That allows a separate fuel delivery using the new low cost hybrid launch system, they can get loaded fuel tanks into near earth orbit, and thus we can maintain a fuel service in near earth orbit.
