A group of economists want to help the little gal without a Committee of Political Greeness. Good idea.

Start with the costs of skewness in the legislatures, the Senate. Add in the right to coin.  These costs get dumped on the little guy, and he is no more responsible than anyone else.

Here is the redneck motto on inclusivity, make more lines, more efficient transactions so we have fewer people in third place.   The little guy can always take the short line for an intermediate good, take it home and finish the recipe. Substitability is another version of commutativity.

Start by pricing  the Constitution correctly, that thing is expensive in cycle costs. Unbundle, unbundle, unbundle that each program trades its way around Constitutional blocks.
