Read my blog. We have a major contradiction, the NSA is preventing a very useful technology, cryptography, from the hands of the average voter. The average voter is much happier when cryptography is secure in their plastic cards, with bio-metric thumb print. It is techies who need to organize the deal, and explain to Congress the trade off.
If not, Congress will give away the right to coin, to Zuck, who is under the opposite restriction; his orders are to grant that power of privacy to voters. We have an entire industry monopolized because of Congressional ignorance. Techies need to educate, educate and educate on this issue.
