Trump ordered the aid held just ahead of a call with Ukraine’s president.

Standard procedure, the US president and state department apply this kind of leverage routinely. Nor is it all that unusal for presidents to with hold aid based on possible corruption. Nor is it unusual for DOJ lawyers to chase down retired politicians with a string of sewage floating around the Swamp.
