I should have been more clear.  

The private sector manufactures guns, especially the guns used by government.  So, a complete ban on ownership is impossible, as the guns are first owned by the manufacturer.

The rule is, listen up Mr. Hogg, government, according to the Second amendment, can require dangerous guns be part of a militia command and control system.  Written right into the amendment,  NRA gun nuts are a bit illiterate.  Well regulated private militias can have guns, and Beto, look at your staff. Some of them are well regulated militia who provide you security, and the own the guns.
