California under CAA

We have 54 votes, if I remember. Unified, socialist votes who have struggled to merge state and federal programs for years. Some college kid from Alaska gets elected, solves the problem and Alaska get a ton of that do-re-me. The 54 unified, socialist votes are happy as clams and claim the credit.  But socialism, and capitalism, work better when the price is bid and paid up front, for the hard bound. You get this 21 year old Alaskan senator, a pro at education management. If he squeezed the NCLB a bit, that is another quarter bill to his state, big result for Senator kid.  She will walk he halls, get on the road and solve problems in the ed departments of all the big states, solve. Cash to Alaskan  state capital, in the next budget cycle. California does very well, it is the least disturbed, one way or the other, another big win.
