Technically they increase the float

The David Einhorn Podcast: The Fed Is Monetizing Debt Again 

 "When the Fed buys Treasuries, they're increasing the balance sheet. They're increasing the monetary base and effectively its debt monetization." - David Einhorn.
But the definitions often personal choice.

It is the sequence of events that must occur. Eventually the float supposedly resolves into more reserves and long term deflation.  But we all doubt it, frankly. America has not the patience, never has.
